The US State Department announced on Monday (April 20) that it asked Federal Police delegate Marcelo Ivo de Carvalho to leave the United States, accusing him of manipulating the immigration system in the case of former deputy Alexandre Ramagem. Ivo served as liaison officer to ICE in Miami since August 2023. The PF stated it was not formally notified and that the replacement was already scheduled.

The Bureau of Western Hemisphere Affairs of the US State Department posted on social media that "no foreigner can manipulate our immigration system to circumvent formal extradition requests and extend political witch hunts into US territory". The statement, echoed by the US Embassy in Brazil, targets Marcelo Ivo de Carvalho, who coordinated cross-border investigations as liaison to the Immigration and Customs Enforcement (ICE) in Miami.

Carvalho, a PF delegate for 22 years, was involved in Ramagem's arrest by ICE on April 13. The cassado PL-RJ federal deputy, sentenced to 16 years and one month for coup attempt, was released two days later on April 15. Ramagem, deemed a fugitive in Brazil after fleeing last year, publicly thanked the Trump government and stated he entered the US regularly with an asylum request pending.

PF sources say Ivo's mission, extended to August 2026, already scheduled replacement by Tatiana Torres since March 17, ordered by director-general Andrei Rodrigues. However, the departure was accelerated after the Ramagem incident amid Trump government pressure. The PF was not notified of the US request and described Ivo's presence as an official collaboration mission.

Neither the PF nor Itamaraty has commented. Marcelo Ivo returns to Brazil on Tuesday (21).

Alexandre Ramagem, former Brazilian spy chief sentenced to over 16 years for a coup attempt and a fugitive in the US since late 2025, was detained Monday by Immigration and Customs Enforcement (ICE) in Orlando, Florida. While Brazilian Federal Police cite immigration violations amid an extradition request, ally Eduardo Bolsonaro claims it stemmed from a minor traffic stop and expects quick release amid Ramagem's asylum bid.

President Lula praised Federal Police director Andrei Rodrigues for revoking a US immigration agent's credentials, in response to the expulsion of a Brazilian delegate from the United States. The action followed the principle of reciprocity after the case involving former deputy Alexandre Ramagem. Lula expressed hope for dialogue to normalize relations.
