On Friday (12), the Federal Police carried out searches at the apartment and parliamentary office of Mariângela Fialek, an influential assessor in Brazil's National Congress. Currently assigned to the PP leadership in the Chamber of Deputies, Fialek is described as a technical operator responsible for executing requests from various party blocs during Arthur Lira's (PP-AL) tenure as House president. Previously close to the MDB, she managed flows of secret emendas without transparency on their use, raising suspicions of irregularities.
Deputies from government, opposition, and centrão discussed, via messages and meetings, strategies to shield her from Supreme Federal Court (STF) actions. Chamber president Hugo Motta (Republicanos-PB) joined the talks. The fear is that Fialek could reveal details about the emenda scheme, which gained strength under Jair Bolsonaro's government to avert impeachment. In 2021, Bolsonaro handed emenda control to Lira and Ciro Nogueira (PP-PI), then Casa Civil minister, expanding centrão and right-wing power.
Probes like Carbono Oculto, Poço de Lobato, and Banco Master have already targeted allies of these leaders. Evidence of emenda diversions dates to 2021, with trials set for 2026. Senator Renan Calheiros (MDB-AL) warned at the time: "This [emendas] will cause perhaps the biggest scandal in Brazil's history." Former STF Justice Rosa Weber tried to regulate emendas but faced resistance; now, Flávio Dino is tightening controls, sparking clashes with Congress.
The case illustrates a corrupt political system where emendas fuel electoral strongholds and shield against investigations. Recent operations against organized, financial, and political crimes hit the power elite, questioning the inaction of economic and political elites.
