During the solemn session for the International Day of Human Rights, Pan and Morena deputies engaged in a clash with insults and shouts in the Chamber of Deputies. The incident began with criticisms from Pan deputy Germán Martínez against government leaders, prompting heated responses from the ruling bloc. President Kenia López Rabadán tried to restore order, but the session ended abruptly.

The confrontation took place on December 10, 2025, at the Palacio Legislativo de San Lázaro, during the commemoration of the International Day of Human Rights, with Humberto Henderson, the UN High Commissioner's representative in Mexico, in attendance.

Pan deputy Germán Martínez Cázares sparked the clash in his speech, criticizing leaderships that impose a single narrative on human rights, indirectly alluding to former President Andrés Manuel López Obrador. 'Human rights do not accept that a man, no matter how popular and powerful, assumes himself as a Spanish encomendero from his estate and dictates historical or political elections to the country', he stated. He also accused Omar García Harfuch, Secretary of Security and Citizen Protection, and Ernestina Godoy, head of the FGR, of responsibility for insecurity and political persecution. He claimed there are 'no human rights' in states like Michoacán, Sinaloa, and Tamaulipas, considered narcoterrorist areas.

Deputies from Morena, PT, and PVEM responded with shouts of 'Sons of Borolas!', alluding to former President Felipe Calderón. Morena deputy Yoloczin Domínguez Serna retorted: 'That is the biggest mistake our movement has made in this country, opening the doors to such nefarious and forgetful characters as Germán Martínez. And if we talk about a narcogovernment, let the Panistas not forget that you are the best and clearest example of a narcogovernment here in Mexico'.

Other insults included 'Margarita is drunk!'. Chamber President Kenia López Rabadán called for order and respect for freedom of expression. Ricardo Monreal, Morena's leader, requested to end the session, describing it as turned into 'hate and resentment'. PVEM's Carlos Puente apologized to the guests and called for respect of the institution.

Before the incident, parties like MC, PRI, PT, and PVEM presented positions on human rights, highlighting issues like disability, violence, and disappearances. The session included minutes of silence for violence victims in Michoacán and Colima, such as Rafael Cárdenas, Agustín Solorio Martínez, and Ángeles Esquivel. Afterward, López Rabadán closed the ordinary session period, described as 'intense and productive', with resumption in February 2026.
