Kyla Camille Ortal of Barangay Baay, Batac City, Ilocos Norte, grew up as a monitored child under the Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development. The program supported her education and health amid her family's struggles with basic daily needs.

"To dream was not enough. You also have to fight for it," Kyla said. Despite setbacks like failing to secure a Department of Science and Technology scholarship, she persisted at Mariano Marcos State University in Pharmacy and ranked second with 94.35 percent in the Pharmacist Licensure Examination, results released in April 2026.

Today, she and her two siblings are all professionals. Her story shows that with hard work, persistence and support, it is possible to rise above poverty and succeed.

Meanwhile, Rico Elao from Alegria, Cebu, another 4Ps beneficiary, ranked first in the 2026 Civil Engineering Board Exam. Opposition Rep.
