The document notes that the reduction in future appropriations impacts the construction, operation, and maintenance of the Mulaló–Loboguerrero highway in Valle del Cauca, by $340 billion, and the restoration of degraded ecosystems in the Canal del Dique, by $636 billion, totaling nearly $1 billion.

These projects are prioritized in the National Development Plan and vital for competitiveness, economic growth, and regional integration in Valle del Cauca and the Caribbean region. The CCI warned that this measure endangers fundamental works.

The guild highlighted a critical issue: a decree issued on December 29 stated that future appropriations could only be modified with agreement between the parties, yet two days later, the government implemented the cut unilaterally. “This action violates the guidelines set by the Executive itself, affects trust in infrastructure contracts, and may generate legal and financial risks for the Nation,” the CCI stated.

Thus, they urged the government to restore the 2025 future appropriations and honor the commitments. Failure to do so could subject responsible officials to disciplinary and fiscal sanctions.
