CCI denounces $1 billion cut in future appropriations for megaprojects

The Colombian Chamber of Infrastructure (CCI) warned about the unilateral reduction of future appropriations in two key projects: the Mulaló–Loboguerrero highway and the Canal del Dique restoration, jeopardizing nearly $1 billion in funds. This government decision contradicts its own rules and undermines trust in the infrastructure sector. The guild demands the restoration of the 2025 funds.

The Colombian Chamber of Infrastructure (CCI), led by Juan Martín Caicedo, voiced its concerns in a letter to the ministers of Finance and Transport, the president of the National Infrastructure Agency (ANI), and the director of the National Planning Department (DNP). The document notes that the reduction in future appropriations impacts the construction, operation, and maintenance of the Mulaló–Loboguerrero highway in Valle del Cauca, by $340 billion, and the restoration of degraded ecosystems in the Canal del Dique, by $636 billion, totaling nearly $1 billion.

These projects are prioritized in the National Development Plan and vital for competitiveness, economic growth, and regional integration in Valle del Cauca and the Caribbean region. The CCI warned that this measure endangers fundamental works.

The guild highlighted a critical issue: a decree issued on December 29 stated that future appropriations could only be modified with agreement between the parties, yet two days later, the government implemented the cut unilaterally. “This action violates the guidelines set by the Executive itself, affects trust in infrastructure contracts, and may generate legal and financial risks for the Nation,” the CCI stated.

Thus, they urged the government to restore the 2025 future appropriations and honor the commitments. Failure to do so could subject responsible officials to disciplinary and fiscal sanctions.

Colombia's Contraloría General de la República reported that Decree 0150 of 2026, declaring an economic emergency in February due to the climate crisis, lacks solid calculation bases for requesting between $8.26 and $8.68 trillion pesos. The oversight body identified discrepancies in damage estimates, such as flooded areas, and the absence of a national articulated plan. This review responds to a request from the Constitutional Court.

Malacañang is leaving the disclosure of the Independent Commission for Infrastructure (ICI) flood control findings to the ombudsman. The ICI turned over its documents to the Department of Justice (DOJ) yesterday. The DOJ will review them for potential leads in a case.
