Connecticut nursing home employees arrested over resident death

Two staff members at a Windsor Locks nursing home turned themselves in to police on Monday in connection with the February death of 93-year-old resident Margaret Healey.

Papy Bibo, 53, a registered nurse, faces charges of criminally negligent homicide and tampering with physical evidence. Uchenna Obi, 46, a certified nursing assistant, is charged with reckless endangerment and tampering with physical evidence.

Healey was found unresponsive in a snowbank outside Bickford Health Care Center on Main Street after leaving through an unsecured door around 1:55 a.m. The temperature ranged from -1 to 0 degrees. She was discovered at 5:11 a.m. and brought inside, but staff waited more than an hour before calling 911 at 6:23 a.m.

Bibo was released on a $25,000 surety bond and Obi on a $10,000 non-surety bond. Both are scheduled to appear in Hartford Superior Court on Aug. 7.

"While nothing can undo this loss, we hope these actions represent an important step toward accountability," Windsor Locks Police Chief Eric Osanitsch said.
