COR proposes shock scenarios to reform familial and conjugal retirement rights

In a report not yet public, the Conseil d’orientation des retraites (COR) suggests several scenarios to transform familial and conjugal rights, which compensate for inequalities related to childbirth and child education. These proposals, requested in May 2023 by Elisabeth Borne, aim to correct outrageous disparities while accounting for societal changes. Some situations would benefit, others would suffer.

The Conseil d’orientation des retraites (COR) has produced a report on “conjugal rights” – particularly the survivor’s pension – and “familial rights,” intended to mitigate inequalities caused by childbirth and child-rearing. This document, not yet public and accessed by Le Monde in a near-final version, proposes scenarios to evolve these solidarity mechanisms, often sources of outrageous disparities.

The question of winners and losers permeates the entire report. The authors note that this sensitive area affects all French people. The goal is not to provide “ready-made reforms,” but to “fuel reflection,” as stated by the COR officials. These proposals, if implemented, would stir controversy: some insured individuals would see more favorable rules applied, while others would face the opposite.

This review follows a request made in May 2023 by Elisabeth Borne, then prime minister. She sought a thorough examination of these rights, based on complex provisions that breed inequities and are misaligned with societal transformations. The report highlights how these mechanisms, though supportive, perpetuate persistent inequalities and calls for adaptations to current realities.
