He criticized retaliation against officials and contractors not following electoral instructions.

Osorio warned of underfunding for key projects like the first phase of the Wastewater Treatment Plant, lacking financial closure for studies estimated at 6 billion pesos. Entities such as CAM, Cormagdalena, and the Department refused cofinancing. The city faces structural issues in roads, education, health, and housing, with nearly 200,000 vehicles and no new roads.

The councilor praised some secretariats' efforts but urged Planning, Finance, and Legal departments to redirect credits, adjust the “Acciones por Neiva” Municipal Development Plan, and prevent unfinished major works by the end of the term.
