HKUST master programme puts humans at centre of AI revolution

The Hong Kong University of Science and Technology has positioned its Master of Public Management programme to prioritise human judgment over technical skills amid the rise of artificial intelligence.

Prof. Donald Low, the programme director, said leadership in the AI age requires weighing competing interests and keeping citizens’ welfare central. The programme targets mid-career professionals with five to six years of experience from civil service, NGOs and regulated industries. It embeds AI literacy across the curriculum rather than treating it as a niche topic. Low noted that Hong Kong’s legal and data frameworks under “One Country, Two Systems” provide a useful setting for discussing regulation and privacy. Alumnus Lo Tim Man Him, who graduated in 2024 and now heads system development at BEAM Society Limited, said the course improved his ability to analyse socio-economic challenges. Five cohorts have now completed the programme.

Hong Kong is advancing an “AI for all” initiative to integrate artificial intelligence across society, including an allocation of HK$50 million for public awareness and skills-building through AI courses, seminars, and competitions on responsible use. The Employees Retraining Board will be rebranded as “Upskill Hong Kong” to offer skills-based AI training for workforce competitiveness. Industry leaders like Keith Li King-wah of Innopage have been adapting to the technology ahead of these government efforts, which also involve a major overhaul of school curricula and vocational retraining.

Financial Secretary Paul Chan Mo-po said on Sunday that Hong Kong is advancing Artificial Intelligence development, including plans to open its first humanoid robot-operated convenience store.

Hong Kong's universities saw their sharpest declines in three years in the QS World University Rankings by Subject 2026, with 53% of 266 subjects slipping. Data science and artificial intelligence fell, but dentistry at the University of Hong Kong stayed second globally, performing arts at the Hong Kong Academy for Performing Arts regained 10th place, and education at the Education University of Hong Kong entered the top 10 for the first time.
