홍콩과학기술대학교(HKUST)는 인공지능이 부상하는 가운데 기술적 역량보다 인간의 판단을 우선시하는 공공관리 석사 과정을 운영하고 있다.
도널드 로(Donald Low) 프로그램 디렉터는 AI 시대의 리더십은 상충하는 이익을 저울질하고 시민의 복지를 핵심에 두는 것이라고 강조했다. 이 프로그램은 공공 부문, NGO, 규제 산업 분야에서 5~6년의 경력을 가진 중견 전문가들을 대상으로 한다. 교육 과정은 AI를 틈새 주제로 다루기보다 커리큘럼 전반에 AI 리터러시를 녹여냈다. 로 디렉터는 '일국양제' 하의 홍콩 법적·데이터 체계가 규제와 개인정보 보호를 논의하기에 유용한 환경을 제공한다고 설명했다. 2024년 졸업생이자 현재 BEAM Society Limited에서 시스템 개발을 총괄하는 로 팀 만 힘(Lo Tim Man Him) 동문은 이 과정이 사회경제적 문제를 분석하는 능력을 향상시켰다고 밝혔다. 현재까지 총 5개의 기수가 해당 프로그램을 수료했다.
