Interested parties can obtain bid documents from the Procurement & Property Directorate on the ground floor of the bureau or online via REB.gov.et after paying a non-refundable fee of 500 Birr to the finance office of the Somali Regional State Education Bureau. Documents are available during office hours from Monday to Friday, 8:00am-12:00pm and 2:00-5:15pm, upon showing a renewed 2018 trade license, tax clearance certificate, and VAT registration. Only bidders without a history of poor performance on prior bureau projects are eligible. Bidders must provide clear contact details including phone, cell, fax, and email. Proposals require a 2% bid bond in the form of an unconditional bank guarantee or C.P.O., and must be deposited in the tender box at the Logistics Department before 2:00pm. Opening occurs at 2:30pm in the presence of bidders or their agents. Failure to meet conditions leads to rejection. The bureau reserves the right to accept or reject any bids.
