California siblings charged in murder with broader family plot alleged

Two California siblings face second-degree murder charges after allegedly killing a man to steal his SUV. Prosecutors say the pair also planned to target their older sister and her family.

Cindy Kim, 59, and John Chong Moon, 55, are charged with second-degree murder, conspiracy to commit murder, and attempted robbery in the February 25, 2025, shooting death of 66-year-old Cuauhtemoc Garcia in Cerritos. Prosecutors allege the siblings killed Garcia after he refused to hand over his keys near Don Knabe Community Regional Park. They had been living out of a Toyota Prius and sought a larger vehicle to sleep in. A preliminary hearing in early May revealed notebooks kept by the pair. Entries described plans to kill their older sister, her family, and a neighbor, citing resentment over their mother's living situation. Kim and Moon were arrested on March 9, 2025. They are due back in court on July 22 and remain held without bail.
