Deputy Minister of Hajj and Umrah Dahnil Anzar Simanjuntak outlined the 'war ticket' scheme for Hajj pilgrimage without long queues. He spoke at the closing of the Ministry of Hajj and Umrah national meeting in Tangerang, Banten, on April 10, 2026. The scheme would run alongside the regular queuing system if Saudi Arabia expands quotas.
Deputy Minister Dahnil Anzar Simanjuntak explained that the 'war ticket' scheme is still under study. "Ke depan itu kalau Saudi membuka kuotanya dalam jumlah besar, kita akan buka dua skema. Pertama adalah skema antrean yang sudah ada. Skema yang kedua adalah skema yang istilah digunakan oleh Pak Menteri (Irfan Yusuf) itu adalah war ticket," he said.
The term emerged for Hajj transformation to shorten the average 26.4-year wait. The Hajj Operations Cost (BPIH) would be set by the government and DPR RI based on real calculations without subsidies from Hajj fund management. "Misalnya ditetapkan Rp200 juta per orang, maka itu menjadi biaya yang dibayar penuh oleh jamaah yang memilih skema ini," Dahnil stated.
Regular pilgrims would still receive subsidies, with prices set by the state without liberalization. Quotas for 'war ticket' would come from Saudi additions or Saudi Vision 2030, targeting a rise from 2 million to over 5 million global pilgrims by 2030. Currently, 203,000 regular candidates require Rp18.2 trillion; at 500,000, it could exceed Rp40 trillion.
The scheme would be managed transparently by Kemenhaj for pilgrims meeting financial, physical, and mental istitaah requirements, without BPKH subsidies.
