Indonesia's Corruption Eradication Commission is probing potential compensation from special hajj bureaus to Muzakki Cholis, a Nahdlatul Ulama official, as part of the ongoing 2023-2024 Hajj quota corruption investigation at the Ministry of Religious Affairs.
In a new development in the KPK's Hajj quota corruption probe—previously covered for fund returns exceeding Rp100 billion and the naming of former Minister Yaqut Cholil Qoumas and aide Ishfah Abidal Aziz as suspects—the commission is examining fund flows from special hajj organizers (PIHK) and travel bureaus to Muzakki Cholis, deputy secretary of Nahdlatul Ulama's DKI Jakarta branch.
KPK spokesperson Budi Prasetyo told journalists in Jakarta on January 16, 2026: "We will also delve into whether there are allegations of money flows from the PIHK or assisted travel bureaus in conveying the initiative for discretionary quota distribution to the individual. This will certainly continue."
Cholis was questioned as a witness on January 12, 2026, suspected of acting as an intermediary for additional quota requests. The broader case, launched August 9, 2025, involves irregularities like the 50:50 split of Saudi Arabia's extra 20,000 quotas (violating the 8% special hajj cap under Law No. 8/2019), with estimated state losses over Rp1 trillion.
