The KPK suspects more than 100 Hajj and Umrah travel agencies are involved, with varying quota amounts based on the size of each travel agency. From initial calculations, the state loss is estimated at over Rp1 trillion.

The case has been elevated to the investigation stage, although no suspects have been named yet. The investigation refers to Article 2 paragraph (1) or Article 3 of Law Number 31 of 1999 on the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001, jo Article 55 paragraph (1) first of the Criminal Code.
