Addis Ababa budget audit reveals billions in idle funds

A city audit has found that bureaus under the Addis Ababa City Administration hold billions of Birr that remain neither collected nor paid despite mobilising a record 233.7 billion Br in 2024/25.

The audit shows the administration spent 232.5 billion Br, or 99.5 percent of its planned outlay. However, the books contain substantial funds that never moved, indicating that revenue growth has not translated into usable resources.

The findings come from an examination of bureaus, agencies and institutions under the city administration. They highlight persistent gaps between budgeted figures and actual financial activity.
