Residents in San Marcos say their homeowners association is threatening fines for displaying American flags outside their homes. The dispute has prompted plans for legal action and comments from a Republican candidate.
Terri Collins and neighbors Amy and Chris Cooke said the Ambiance Owners’ Association warned of a $100 fine for flying American flags in front-facing common areas. The homeowners association told residents flags could be displayed only in backyards.
Collins, who has flown the Stars and Stripes for 35 years, stated she would not remove her flag. The Cookes said they have displayed their flag for more than 20 years in honor of Chris Cooke’s grandfather, a Navy sailor killed in World War II.
The association has enforced the rules since President Donald Trump’s 2024 election, according to the residents. A letter from the board warned that allowing flags expressing political views would degrade common areas.
The Cookes secured a 15-minute Zoom call with the board on Tuesday and said they would pursue legal action if the board does not change its position. California Republican gubernatorial candidate Steve Hilton urged neighbors to increase the number of flags displayed ahead of the nation’s 250th anniversary.
