She directed the questions to the ministers of justice and police between September 2024 and March 2025. One question asked what percentage of extortion cases involved unregistered SIM cards. Police Minister Senzo Mchunu replied that 61.82 percent of extortion cases involved unregistered cards, while other listed crimes showed zero percent involvement.

Two Resolve clients, Pisa and Securi-Tech, had separately called for mandatory tamper-proof SIM packaging. Kgobisa-Ngcaba later proposed the same measure in media interviews. Resolve stated it played no role in her parliamentary questions.
