Pennsylvania father charged after toddler left outside in snowstorm

A 29-year-old man faces aggravated assault and child endangerment charges after his 2-year-old daughter was allegedly left outside during a January snowstorm in Cumberland County while he slept.

Joshua Ryan Kitner was the sole adult watching his daughter at their home on Steelstown Road in North Newton Township when the incident occurred. He later told investigators he woke around 5 p.m. to find the girl seated outside in only a T-shirt and diaper, dozing off with feet and toes that were frozen, purple and nearly black in color. Temperatures were in the teens with up to a foot of snow falling across parts of the state, according to police reports. Kitner admitted he had been hungover after drinking eight or nine beers the night before and believed his daughter may have become locked out while letting the family dog outside.
