PSOE and Sumar have reached an agreement on a housing decree that includes an extension of rental contracts until June 30, 2028. The text will be approved next Tuesday in the Council of Ministers. The draft has been sent to parliamentary groups for validation in September.
The decree will benefit almost four million people and one and a half million households whose contracts end between March 21, 2026 and June 30, 2028. It also includes regulation of seasonal and room rentals, raising VAT on tourist apartments to 21% and measures to mobilize affordable housing.
Junts has rejected the draft for not including tax deductions for tenants and small owners or measures against illegal occupation. The independence party has warned it will not support the text if current measures remain.
Podemos demands the withdrawal of modifications to the Land Law included in the decree, which it considers a red line. The PNV has asked to limit the extension only to tenants up to date on payments. The Government seeks support for validation in Congress.
