Senate professionals insist prosecretary must be a lawyer

The board of the Association of Professionals of the Senate Secretariat issued a statement on Wednesday stressing that the prosecretary position must be held by a lawyer. The declaration comes as the Senate receives the proposal to appoint Luis Rojas as secretary general and Andrés Salas Amaya as prosecretary.

The association recalled that the prosecretary, under article 223 of the Senate Regulations, also performs treasurer duties and must work directly with the secretary general, who acts as a notary public. The leaders stated that appointing a lawyer to the post is essential to maintain continuity and legal security in legislative work.

In the statement, the board warned that the subrogation rule prioritizes the prosecretary only if that person is a lawyer. Otherwise, replacement could fall to other officials without solving the need for permanent assistance to the secretary general.

The professionals emphasized that the final decision rests with the Senate floor, but they felt it their duty to recall the importance of having qualified staff from the professional ladder to protect institutional functioning.
