The University of São Paulo (USP) will introduce quotas for people with disabilities (PcD) in its entrance exam for 2028 entry. A working group with 120 days has been formed to draft policy guidelines. The step aims to comply with state law no. 18.167 from 2025.
USP's administration formed a working group of specialists, professors, and students to outline guidelines for reserving spots for people with disabilities. The group has 120 days to review legal provisions, discuss criteria, and draft a resolution.
The effort complies with state law no. 18.167, enacted on July 8, 2025, mandating quotas in technical and undergraduate programs at São Paulo's state institutions. Reserved spots must be at least equal to the PcD proportion in the state population, about 8% per the latest IBGE census. The law also provides for specialized companions if required.
The group's document will be reviewed by the Undergraduate Studies Vice-Rectorate and the Inclusion and Belonging Vice-Rectorate, then discussed in the Undergraduate Council and Inclusion and Belonging Council. If approved, it goes to the University Council, expected in the first half of 2027.
Unicamp has had PcD quotas since 2024, amid national data showing rising enrollment of students with disabilities in Brazilian universities.
