قال يوسريل إن التحسينات بدأت بعد تشكيل الحكومة الجديدة في عهد الرئيس برابوو سوبيانتو وإنشاء وزارة الهجرة والإصلاحيات. وأوضح أن الممارسة القديمة المتمثلة في تسريع إصدار التصاريح من أربعة أو خمسة أيام إلى يوم واحد أو ثلاثة أيام مقابل دفع مبالغ خاصة قد تم إيقافها.
