The report from the Swedish Civil Contingencies Agency states that society's efforts during the shooting at Campus Risbergska in Örebro worked well in several respects. Police rapid response and the school's prior lockdown drills likely saved lives.
At the same time the agency recommends more joint exercises between emergency services to handle ongoing deadly violence. Evaluator Håkan Lenhoff says this is needed to improve the ability to quickly care for the injured.
The report also proposes that the government appoint an actor with overall responsibility for security in public environments. Clearer division of responsibilities in subsequent crisis management is needed so that people requiring support receive the right help early.
