Michael Bay arbeitet für den Film mit dem Autor Scott Gardenhour und dem Produzenten Erwin Stoff zusammen. Beide haben bereits bei dem Militärdrama 13 Hours: The Secret Soldiers of Benghazi aus dem Jahr 2016 mit Bay kooperiert. Gardenhour schreibt das Drehbuch auf Basis von Zuckoffs Buch, das HarperCollins für 2027 plant. Bay und Stoff werden das Projekt produzieren.
