Parts of Luzon and the Visayas are experiencing rainy conditions on Wednesday due to the southwest monsoon enhanced by Typhoon Francisco, according to the state weather bureau.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration said scattered rains and thunderstorms are expected in Metro Manila, Calabarzon, Mimaropa, the Bicol region, Western Visayas, and the Negros Island Region.
Philippine Atmospheric, Geophysical and Astronomical Services Administration weather specialist Chenel Dominguez said the rains in Metro Manila and nearby areas are caused by the southwest monsoon. Typhoon Francisco was last located 275 kilometers east of Basco, Batanes, with maximum sustained winds of 155 kilometers per hour and gusts up to 190 kilometers per hour, moving north at 10 kilometers per hour.
Tropical Cyclone Wind Signal No. 1 remains raised over Batanes and the northeastern portion of Cagayan. The agency is also monitoring tropical storm Higos, located far east of Luzon, which is forecast to enter the Philippine area of responsibility on Thursday and be named Gardo but is not expected to affect the country.
