Mombasa governor issues 45-day waiver on land rates penalties

Mombasa Governor Abdulswamad Sheriff Nassir has announced a 45-day waiver on penalties and interest for outstanding land rates. He made the announcement in a press briefing on April 2, with the period starting on April 1. Property owners can settle their dues without extra charges during this window.

Mombasa Governor Abdulswamad Sheriff Nassir addressed the press on April 2, 2026, issuing an Executive Order for a time-bound waiver on penalties and interest for outstanding land rates. The period began on April 1 and will last exactly 45 days with no extensions.

"I have issued an Executive Order introducing a time-bound waiver on penalties and interest for outstanding land rates," the governor said. He added, "This directive is designed to unlock compliance by giving Mombasa's property owners a fair opportunity to clear their principal arrears without the burden of accumulated charges."

Once the 45 days expire, penalties and interest will be fully reinstated, followed by strict enforcement measures for any remaining unpaid dues. Non-compliant landlords could face legal action and closure of their properties.

The announcement comes as other counties like Nairobi intensify revenue collection from land rates. Governor Johnson Sakaja extended customer service hours last week to facilitate payments.
