Pressure is mounting on Information and Communications Cabinet Secretary William Kabogo to tackle rising concerns over poor social media monetisation rates. This follows a formal request by Trans Nzoia Senator Allan Chesang, who on Wednesday, April 29, sought the ministry's urgent intervention on content monetisation, particularly on X.
Chesang tasked the Senate Standing Committee on ICT to probe complaints from Kenyan content creators about earnings on X. The issues centre on fairness, transparency, and the overall revenue-sharing structure. “The digital economy increasingly drives employment and income, especially among Kenyan youth engaged in content creation across global digital platforms,” Chesang said. “But concerns have emerged from Kenyan creators about earnings on X, as well as the transparency and structure of its monetisation systems. This issue raises policy and regulatory questions.”
The senator seeks clarity on X's monetisation criteria, including how revenue is generated, distributed, and what influences payouts. The inquiry will also check for regional disparities affecting Kenyan users and compare X to platforms with more established systems.
Additionally, the committee must assess government engagement with X, including talks with the Ministry of ICT and the Communications Authority of Kenya. Chesang called for a review of frameworks under the Kenya Information and Communications Act, 1998, to see if they suffice for regulating new digital monetisation models.
