Amnesty mulled for TNVS drivers exceeding vehicle cap

The Department of Transportation (DOTr) and Land Transportation Franchising and Regulatory Board (LTFRB) are studying a proposal to grant amnesty to transport network vehicle services (TNVS) drivers onboarded despite exceeding the vehicle cap. DOTr Secretary Giovanni Lopez said some transport network companies (TNCs) have surpassed their driver and vehicle limits. Ride-hailing platforms including Joyride and Grab have also reduced their commission rates.

In Manila, DOTr Secretary Giovanni Lopez said over the weekend that some transport network companies (TNCs) have exceeded their driver and vehicle caps. Numerous drivers are facing difficulties after taking loans for TNVS vehicles.

The DOTr and LTFRB are studying a proposal for amnesty for these drivers onboarded beyond the cap.

Meanwhile, ride-hailing platforms have lowered commission rates. Joyride, Angkas, and Maxim reduced to 18 percent from 20 percent. Move It cut to 15 percent from 21 percent, while Para Xpress and Grabbike went to 15 percent from 20 percent. Grab, Toktok, and Para Xpress dropped to 15 percent from 20 percent, and Lalamove Rides, Pure Ride, and Go Cab are at zero percent.

LTFRB Chairman Vigor Mendoza II called the moves a "big boost toward efforts of the government to maximize the necessary assistance to the public transport sector amid the effects of the Middle East tensions."

President Ferdinand Marcos Jr. has approved a service contracting program for public utility vehicles, a P10-per-liter fuel subsidy starting April 15, and the release of P8 billion in assistance for over 42,000 barangays nationwide to cushion impacts from the Middle East crisis such as higher fuel prices, a weaker peso, and threats to livelihoods, Malacañang said Thursday. PUV drivers will receive additional income of P40 to P100 per kilometer, while commuters get at least 20% fare discounts on routes linked to trains and major bus lines.

The Land Transportation Franchising and Regulatory Board announced fare increases for nearly all public transport modes, effective March 19, amid rising fuel prices from the Middle East conflict. LTFRB Chair Vigor Mendoza called it “one of the hardest decisions of the board” due to erratic fuel surges.

Senators criticized transport network vehicle services (TNVS) companies for their list of driver-beneficiaries containing repetitive names, allowing some drivers to receive aid more than once. Social Welfare and Development Secretary Rex Gatchalian called these ‘ghost drivers’ and said the government could have lost up to P2.7 billion if not flagged.

The Land Transportation Franchising and Regulatory Board (LTFRB) issued a show cause order against the operator of a taxi accused of overcharging Korean singer Soobin in Cebu. LTFRB Chair Vigor Mendoza called it a serious offense that tarnishes the country's image internationally. The operator was also ordered to surrender the vehicle's license plate and the driver's license.

Affected expressways include CAVITEX, R1 Expressway Extension, Muntinlupa-Cavite Expressway, and SCTEX.

Transportation Secretary Giovanni Lopez forecasts more than five million passengers per day during Holy Week amid ongoing preparations, including LTFRB's special bus permits.
