State Council issues plan to implement employment-first strategy from 2026 to 2030

China's State Council has issued a plan outlining objectives, key tasks and policy measures for the employment-first strategy during the 15th Five-Year Plan period from 2026 to 2030.

The plan aims to maintain overall employment stability, ensure more adequate job opportunities and create a fairer employment environment.

It also seeks to optimize the employment structure and improve job-person matching efficiency. Measures cover nine key areas, including enhancing the synergy of macroeconomic policies with employment.

The plan calls for stabilizing employment in labor-intensive industries, expanding jobs in the service sector and tapping employment potential in emerging fields.

For young people, especially college graduates, it will expand channels for employment and career development. Support will also be strengthened for migrant workers, veterans and other key groups.
