이 계획은 노동 집약적 산업의 고용 안정, 서비스 부문의 일자리 확대, 신흥 분야의 고용 잠재력 발굴을 촉구하고 있다.
청년층, 특히 대졸자를 위해서는 취업 및 경력 개발 경로를 확대할 예정이다. 또한 이주 노동자, 제대 군인 및 기타 주요 취약 계층에 대한 지원도 강화될 방침이다.
