Surabaya police detain 14 suspects in SNBT-UTBK cheating syndicate

The Surabaya City Police have detained 14 suspects allegedly running a cheating syndicate for the national university entrance exam SNBT-UTBK since 2017.

The case came to light during the exam on 21 April 2026 at Universitas Negeri Surabaya. Supervisors grew suspicious of one participant whose photo matched previous year data but whose identity differed. Further checks revealed mismatched photos on the KTP and high school diploma.

The 14 suspects include five order receivers, two order givers, two field cheaters, and five fake document makers. Three are active doctors practicing in Sumenep, Sidoarjo, and Pacitan. They were detained after police uncovered a structured network spanning multiple regions.

Surabaya Police Chief Kombes Pol Luthfie Sulistiawan said the main suspect, known by initial K, had handled around 150 clients since 2017. Officers have also identified 114 additional order givers. The investigation continues.
