Mga lungsod sa Metro Manila, nagtaas ng gastos sa serbisyong pangkalinisan

Ang kabuuang kontrata para sa serbisyong pangkalikasan at sanitasyon ng 16 lungsod sa Metro Manila ay tumaas mula P8.2 bilyon noong 2023 patungo sa P8.5 bilyon noong 2024, ayon sa mga pahayag-pansuri ng Commission on Audit. Sampung lungsod ang nag-ulat ng mas mataas na gastos, habang lima ang may pagbaba, na dulot ng paglilipat ng mga barangay mula Makati patungo sa Taguig.

Ayon sa mga dokumento ng Commission on Audit, ang mga lungsod tulad ng Caloocan, Las Piñas, Mandaluyong, Marikina, Parañaque, Pasig, Valenzuela, Malabon, Taguig, at Muntinlupa ay nagtaas ng kanilang gastos sa serbisyong pangkalinisan at sanitasyon kumpara sa nakaraang taon. Halimbawa, ang Malabon ay nagdoble halos ng gastos mula P38 milyon patungo sa P69 milyon, isang pagtaas na 81.77 porsyento, na sumasaklaw sa mga programa ng clean-and-green, pag-aalis ng basura at hospital waste, at sahod ng mga sweeper at environmental enforcers.

Ang pinakamalaking pagbabago ay naranasan ng Taguig at Makati dahil sa paglilipat ng 10 barangay, kilala bilang Enlisted Men’s Barrios (EMBOs), mula Makati patungo sa Taguig matapos ang hatol ng Korte Suprema noong 2023. Ang gastos ng Taguig sa pag-aalis ng basura ay tumaas mula P640.97 milyon patungo sa P920 milyon, habang ang Makati ay bumaba mula P695.54 milyon patungo sa P497.95 milyon, na nagresulta sa pagtitipid na halos P197 milyon.

Samantala, ang Manila ay gumastos ng P969 milyon noong 2024, bahagyang mas mababa kaysa P972 milyon noong 2023, sa kabila ng pagtaas ng bayarin sa basura. Ang Quezon City ay nagbawas ng P105 milyon patungo sa P2.118 bilyon, habang ang Navotas at San Juan ay nagpakita rin ng pagbaba sa gastos. Ang Pasay naman ay halos walang pagbabago, mula P484.84 milyon patungo sa P484.91 milyon.

Ang paglipat ng mga barangay tulad ng Pembo, Comembo, Cembo, South Cembo, West Rembo, East Rembo, Pitogo, Rizal, Post Proper Northside, at Post Proper Southside ay nagdulot ng pagbabago sa responsibilidad sa basura ng humigit-kumulang 300,000 residente.
