PAGASA forecasts LPA to bring rains and winds to northern Luzon

A low-pressure area outside the Philippine Area of Responsibility is expected to enter on Wednesday and could develop into tropical storm Kiyapo, bringing heavy rains and winds to northern Luzon by the weekend.

As of 3 a.m. on Wednesday the LPA was located 1,200 kilometers east of southeastern Luzon, according to PAGASA. The system is forecast to enter the PAR on Wednesday morning and move northwestward, with possible landfall in Cagayan between Friday and Saturday.

PAGASA weather specialist Chenel Dominguez said the disturbance could reach tropical storm strength, with the highest tropical cyclone wind signal expected to be Signal No. 2. If it becomes a tropical cyclone inside the PAR it will be named Kiyapo.

The trough of the LPA is also expected to bring scattered rains to the Bicol Region and Eastern Visayas on Wednesday, while the Habagat will affect Mindanao, Western Visayas and other areas with moderate to heavy rainfall.
