Police knew of risk but let Vivvi's partner go free

Vivvi was murdered by her partner in Ånge despite him being on the police high-risk list. Mother Carin criticises the lack of intervention by society.

Vivvi, aged 31, was killed on 2 January this year by her partner in a villa in central Ånge. The man then took his own life. He had previously been convicted of gross violation of a woman's integrity against another partner and was assessed as having a high risk of recidivism in intimate partner violence.

Despite around ten concern reports and police reports, the man was never arrested. Vivvi denied she was in danger on every home visit. Police and social services once tried to take her into care under the Care of Abusers Act but failed.

Police area chief Josef Wiklund says routines have now changed with regular check-ins on high-risk men. Justice Minister Gunnar Strömmer says society must get better at intervening earlier against violent men.

Carin, Vivvi's mother, wants protection legislation strengthened so that responsibility does not rest solely with the victimised woman.
