Puno: Hayaang magpatuloy ang Ombudsman sa imbestigasyon ng korapsyon sa proyekto laban sa baha

Ayon kay Deputy Speaker Ronaldo Puno, natapos na ng Independent Commission for Infrastructure (ICI) ang tungkulin nito at dapat nang ipasa sa Office of the Ombudsman ang imbestigasyon sa korapsyon sa mga proyekto laban sa baha. Ipinaliwanag ni Puno na bagamat may mga kontrobersya sa nakaraang Ombudsman, Samuel Martires, na nagretiro noong Hulyo ng nakaraang taon, ang kasalukuyang Ombudsman na si Jesus Crispin Remulla ay nakatanggap ng mataas na kredibilidad at suporta mula sa publiko dahil sa kanyang katatagan. “The previous ombudsman is under suspicion of many things and has controversial decision like disallowing the opening of SALN. Our ombudsman today, I think, has high credibility,” aniya.

Dagdag pa niya, ang pagpayag sa magkasabay na imbestigasyon ng ICI at Ombudsman ay maaaring magdulot ng kalituhan at magpahina ng tiwala ng publiko sa resulta. “The problem with having two or three bodies that investigate, when you have parallel jurisdiction, or concurrent jurisdiction, if the finding of one appears unclear, while the other is not fair, there will be question,” pahayag niya.

Ayon kay Puno, ayon sa Konstitusyon, ang Ombudsman ang siyang pangunahing tagapangalaga sa mga ganitong usapin. “While under our Constitution, there is only one who is pointed as guard to that kind of problem and that is the ombudsman,” aniya. Bilang presidential agency, nakatuon ang ICI sa executive department, kaya dapat ipasa na sa Ombudsman ang probe. “For me, let’s follow the Constitution first. Besides, the ICI has already done its investigation,” dagdag niya.
