Indonesia's Ministry of Hajj and Umrah opens the second phase of regular Hajj payment from January 2-9, 2026, following the first phase's closure with 149,159 pilgrims or 73.99 percent of the national quota. The policy offers leniency to those affected by disasters in Aceh, North Sumatra, and West Sumatra. The first phase of payment for the Biaya Perjalanan Ibadah Haji (Bipih) for regular Hajj pilgrims in 1447 Hijriah/2026 CE closed on December 23, 2025, with 149,159 pilgrims having paid, reaching 73.99 percent of the national quota. Director General of Hajj Services at the Ministry of Hajj and Umrah RI, Ian Heriyawan, stated that the second phase opens from January 2-9, 2026, to safeguard pilgrims' departure rights.
The second phase targets five categories: those who failed the first phase, companions of elderly pilgrims, disabled pilgrims and their companions, those separated from mahram or family, and reserve pilgrims in sequence. Ian Heriyawan said, “The second phase payment for regular Hajj pilgrims will start from January 2 to 9, 2026.”
Payment progress varies by province. Central Kalimantan reached 88.88 percent, while Aceh lagged at 56.58 percent due to floods and landslides. North Sumatra stood at 62.50 percent, and West Sumatra at 75.67 percent. The government offers leniency to pilgrims from these three disaster-affected provinces.
Commission VIII of the DPR and the government agreed to extend payments for about 17,000 prospective pilgrims from these areas. Minister of Hajj and Umrah Mochamad Irfan Yusuf noted Aceh's progress at around 51 percent, North and West Sumatra at about 60 percent. If unable to pay by the deadline, they will join the 2027 waiting list. Commission VIII Chairman Marwan Dasopang emphasized, “First, we extend the payment according to the situation.”
Ian Heriyawan urged pilgrims to prepare required documents, including health certificates (istithaah), in advance, as payments occur only through official channels without additional fees.
