Luxury resort sa Siargao, nag-reclaim ng lupa sa protected area

Nagpapakita ng satellite images mula 2012 hanggang 2022 ang paglago ng Siargao Bleu Resort and Spa sa isang protected area sa Siargao. Nagpakita ng malawak na pag-unlad ang Siargao Bleu Resort and Spa sa Barangay Catangnan, General Luna, mula 2012 hanggang 2022, ayon sa satellite imagery. Ang lugar na ito ay bahagi ng Siargao Islands Protected Landscape and Seascape (SIPLAS), isang protected area sa ilalim ng National Integrated Protected Areas System (NIPAS).

Sinabi ni Roel dela Cruz, engineer ng Philippine Space Agency, "From the satellite data examined, there is extensive development in the area. Portions formerly showing water surfaces are now covered with land and vegetation." Inirekomenda niya na kumonsulta sa Department of Environment and Natural Resources (DENR) dahil kinakailangan ng pahintulot ang reclamation.

Ayon sa 2018 guidelines ng DENR, "In no case shall protected areas be subjected to reclamation." Ang Protected Area Management Office (PAMO) ng SIPLAS ay nagtukoy ng reclamation bilang banta sa mangrove cover, na madalas ginagawa ng lokal na pamahalaan o pribadong may-ari ng lupa.

Si Mariglo Rosaida Laririt ng DENR ay nagpaalala na ang reclamation ay maaaring magdulot ng erosion, pagkawala ng biodiversity, at pagpigil sa daloy ng tubig, na maaaring humantong sa baha o erosion sa iba pang bahagi. Ang resort ay pagmamay-ari ni Emmylou “Melot” Matugas-Abejo, anak ni Elizabeth Matugas, mayor ng Dapa, Surigao del Norte. Ito ay pinapatakbo ng Emaland Leisure, Parks, and Resorts Inc., na itinatag noong 2009, nagsimulang magtayo noong 2011, at nagbukas noong 2015.

Si Elizabeth Matugas ay dating corporate secretary ng kumpanya hanggang sa pagbabago ng general information sheet noong Nobyembre 2025. Ang pamilya Matugas ay may malakas na impluwensya sa Siargao, bagaman si Melot ay natalo sa halalan bilang mayor noong 2025.

Ipinagdeny ni Bingo Matugas, anak ni Representative Francisco “Lalo” Matugas, ang pangangailangan ng reclamation, sinasabing batuhin ang beachfront. Gayunpaman, ayon kay geoscientist Narod Eco, "Looking at the satellite imagery, the resort appears to have encroached and expanded into the nearby body of water. That’s reclamation, even by government definition."

Walang tugon mula sa resort o DENR sa mga panawagan ng Rappler. Ayon sa Philippine Reclamation Authority (PRA), kinakailangan ng endorsement mula sa Protected Area Management Board (PAMB) para sa anumang reclamation sa SIPLAS. Nagbabala si environmental lawyer Liza Eisma-Osorio na ito ay nagpapakita ng pagkabigo ng regulatory bodies, at maaaring ma-forfeit ang illegally reclaimed land.
