Technical report exposes anomalies in presidential first round

The firm Víctor Mosquera Marín Abogados submitted a report to the Inter-American Commission on Human Rights on irregularities in the May 31 first round. The document highlights 100% vote concentrations for Iván Cepeda in 218 polling stations in conflict zones.

The report, prepared with the Fundación Derechos y Justicia Asociados, is based on official data from the Registraduría Nacional del Estado Civil. It details that 168 of the polling stations with unanimous results for Cepeda are located in municipalities covered by the Programas de Desarrollo con Enfoque Territorial.

The authors link these outcomes to the presence of armed groups such as the Estado Mayor Central and the Ejército de Liberación Nacional in the Pacific, Amazon and border regions. The report cites public instructions from FARC dissident leaders to direct votes toward the government project.

President Gustavo Petro meanwhile reiterated the need for digital witnesses to monitor E-14 forms and prevent possible alterations during the count. The Registraduría reported that more than 1,150 international observers and 15,483 national observers will accompany the June 21 runoff.
