Hong Kong’s ICAC charged Lau Mun-cheung, 65, the former head of the Sports Medicine and Rehabilitation Centre at Chinese University Medical Centre, with fraud on Monday.
The charge alleges that between July 2021 and September 2025, Lau falsely claimed he personally provided consultations and procedures to patients to obtain fees from the university. Lau managed the centre’s operations and supervised about 20 physiotherapists. He was entitled to receive fees only for services he delivered himself.
The ICAC said Lau instructed physiotherapists on multiple occasions to treat patients under appointments booked in his name. The investigation began after a complaint from CUMC in August 2025.
Lau faces one count of fraud. The case was brought by Hong Kong’s anti-corruption watchdog.
