起訴状によると、ラウ氏は2021年7月から2025年9月にかけて、自身が直接患者の診察や処置を行ったと偽り、大学から報酬を不正に得ていたとされる。同氏はセンターの運営を統括し、約20名の理学療法士を監督する立場にあったが、報酬を受け取れるのは自身が直接提供した医療サービスのみであった。
ICACによると、ラウ氏は理学療法士に対し、自身名義で予約された患者の治療を行うよう度々指示していたという。今回の捜査は、2025年8月にCUMCから提出された苦情を受けて開始された。
ラウ氏は詐欺罪1件で起訴されており、本件は香港の汚職取締当局によって立件された。
