DepEd defends three-term calendar: No added costs amid teacher calls for pilot

Following the recent issuance of DepEd Order 009 detailing the 2026-2027 three-term school calendar, the Department of Education assured no added costs for parents and emphasized protecting instructional time. In a dzMM interview, DepEd OIC-Undersecretary for learning systems Carmela Oracion explained the shift from four quarters to three terms reorganizes the school year without increasing expenses.

Oracion detailed that each term features an instructional block for teaching and learning, followed by an end-of-term block. Extracurricular activities will be rescheduled, not eliminated, to prioritize lessons. “Extracurricular and co-curricular activities are also important... (but) the divided attention is always very problematic,” she said.

Despite assurances, the Teachers’ Dignity Coalition urged a pilot implementation and thorough study, per chairman Benjo Basas. The Alliance of Concerned Teachers echoed concerns over effectiveness given classroom and resource shortages.

Separately, DepEd highlighted summer remediation like ARAL pas summer pas summer to aid 3.7 million learners in closing learning gaps.

Education Secretary Mario Delgado will review the proposed 2025-2026 school calendar again on Monday with state education secretaries after widespread pushback over ending classes on June 5 due to heat and the 2026 World Cup.

The Teachers’ Dignity Coalition has called on the Department of Education to suspend the new three-term school calendar before classes open on June 8. TDC chairman Benjo Basas said it is not too late to defer the setup and conduct a pilot first.

The Economy and Development Council has approved a trimester school calendar to improve learning outcomes. The new system divides the 201-day school year into three terms, according to the Department of Economy, Planning and Development. However, the Alliance of Concerned Teachers opposes it for lacking teacher input.

The Department of Education has allowed school-based personnel to work from home every Friday during the end-of-school-year break. DepEd Undersecretary Fatima Lipp Panontongan issued the memorandum on April 9, amending an earlier policy. The move supports energy conservation efforts.
