Nairobi Governor Johnson Sakaja has reassigned five county chief officers with immediate effect to improve service delivery. The changes come weeks after his deal with President William Ruto. Sakaja signed the reshuffle under the County Governments Act.
Nairobi Governor Johnson Sakaja reassigned five county chief officers on Friday, April 24, 2026, as he seeks to boost service delivery in the capital.
Dr Machel Waikenda, previously Chief Officer for Mobility and Acting Chief Officer for ICT Infrastructure, moves to Lands and Acting Mobility. Waikenda was approved in May 2024 for Economic Affairs and shifted to Mobility in August 2024.
Cecilia Koigu shifts from Lands to ICT Infrastructure. She was among 33 chief officers nominated by Sakaja in December 2022 and appointed to Lands.
Engineer Bob Ariemba has been appointed to head Acting Works. Dr Irene Muchoki, one of the longest-serving chief officers, moves from Medical Services to Gender and Inclusivity. Mariam Dubow Dahir switches from Gender and Inclusivity to Medical Services, swapping with Muchoki.
The changes, authorised under Section 45(5) of the County Governments Act 2012, were signed by Sakaja and take immediate effect. They follow a major November 18, 2025, reshuffle that affected seven of 10 top executives amid impeachment pressures.
