O Dr. Machel Waikenda, anteriormente Chefe de Mobilidade e Chefe interino de Infraestrutura de TIC, muda-se para Terras e assume interinamente a Mobilidade. Waikenda foi aprovado em maio de 2024 para Assuntos Econômicos e transferido para Mobilidade em agosto de 2024.

Cecilia Koigu passa de Terras para Infraestrutura de TIC. Ela estava entre os 33 chefes de departamento nomeados por Sakaja em dezembro de 2022 e designados para Terras.

O engenheiro Bob Ariemba foi nomeado para chefiar interinamente Obras. A Dra. Irene Muchoki, uma das chefes de departamento com mais tempo de serviço, passa de Serviços Médicos para Gênero e Inclusividade. Mariam Dubow Dahir muda de Gênero e Inclusividade para Serviços Médicos, trocando de lugar com Muchoki.

As mudanças, autorizadas sob a Seção 45(5) da Lei de Governos de Condado de 2012, foram assinadas por Sakaja e entram em vigor imediatamente. Elas seguem uma grande reestruturação em 18 de novembro de 2025, que afetou sete dos 10 principais executivos em meio a pressões de impeachment.
