Region Skåne security chief negotiated deal with Avarn despite bias concerns

Fredrik Alhbin, security chief at Region Skåne, was allowed in 2023 to negotiate a contract 75 percent more expensive with Avarn where he had previously worked for nine years.

Region Skåne had assessed in 2022 that Alhbin was biased and kept him out of a procurement. One year later he was nevertheless allowed to take part in negotiations on a six-month extension agreement.

The contract became considerably more expensive than the previous one. Procurement chief Annika Eriksson said the decision was made to avoid lack of security coverage.

An external legal review found the action was not illegal. Professor Olle Lundin at Uppsala University however believes Alhbin should not have participated due to his ties to the company.

Region Skåne ended the cooperation with Avarn in autumn 2025. No criminal suspicions are directed at Alhbin.

Region Dalarna's regional council has decided to allocate up to 30 million kronor extra to the care choice for child and youth psychiatry (BUP) in 2026. The investment aims to retain care providers. The opposition warns that the funds will not solve the root problems.

After winning in administrative court, they lost on Konkurrensverket's appeal. 'We believe we are right,' says Sofia Jarl (C).

Region Dalarna’s majority presented a 2027 budget on Monday that includes 41.6 million kronor to stabilize the Cosmic medical records system.
