Sikkerhedschef i Region Skåne forhandlede aftale med Avarn trods habilitetsproblemer

Fredrik Alhbin, sikkerhedschef i Region Skåne, fik i 2023 lov til at forhandle en kontrakt, der var 75 procent dyrere, med Avarn, hvor han tidligere havde arbejdet i ni år.

Region Skåne vurderede i 2022, at Alhbin var inhabil og holdt ham ude af et udbud. Et år senere fik han ikke desto mindre lov til at deltage i forhandlinger om en seksmåneders forlængelsesaftale.

Kontrakten blev væsentligt dyrere end den foregående. Udbudschef Annika Eriksson udtalte, at beslutningen blev truffet for at undgå manglende sikkerhedsdækning.

En ekstern juridisk vurdering fandt, at handlingen ikke var ulovlig. Professor Olle Lundin ved Uppsala Universitet mener dog, at Alhbin ikke burde have deltaget grundet sine bånd til virksomheden.

Region Skåne afsluttede samarbejdet med Avarn i efteråret 2025. Der er ingen mistanke om kriminelle forhold rettet mod Alhbin.
