Valle del Cauca strengthens 2026 collective bargaining agreement

The Valle del Cauca Governor's Office led a gender-focused training to prepare the 2026 collective bargaining agreement. The event brought together female officials and unions in Cali, emphasizing the integration of women's caregiving needs. This initiative positions the department as a national leader in labor equity.

In Cali on December 10, 2025, the Valle del Cauca Governor's Office organized the workshop 'Public Female Officials Who Care: An Institutional Agenda with a Women's Focus.' This training provided technical tools to incorporate a gender perspective into building the 2026 collective bargaining agreement, promoting more equitable labor management in public administration.

Governor Dilian Francisca Toro opened the event, emphasizing its significance. 'Today we strengthen the foundations so that the 2026 agreement integrates the needs of women caregivers. This is a historic step to ensure a fairer, more humane negotiation with a gender focus in public administration,' she stated.

General Secretary Liza Rodríguez highlighted the practical impact of the training. 'This formation allows us to incorporate the care economy and equity into the institutional agenda. These inputs will facilitate a more balanced bargaining agreement that recognizes the essential role of women in the Governor's Office,' she noted.

Union organizations, such as the Education Union, appreciated the space. Its president, Leopoldina Azcárate, said: 'We value this space that provides clear and necessary guidelines on gender focus. These tools will be decisive in strengthening the 2026 negotiation and advancing labor rights defense.'

The gathering featured experts like Diana Carolina Pava from the International Labor Organization (ILO) and Lina María Castrillón from Transparencia por Colombia. It concluded with the signing of a protocolary document compiling reflections and preliminary inputs, establishing Valle del Cauca as a leader in preparing collective bargaining with a gender focus.
