Spanish Congress deputies use AI to prepare speeches

Spanish Congress deputies have started using AI tools like ChatGPT to research, draft speeches, and adjust tones, even aggressive ones. Several MPs from different parties confirm this anonymously, noting its help with heavy workloads. It is not used in plenary sessions due to party scripts.

In Spain's Congress of Deputies, artificial intelligence (AI) now aids parliamentary interventions. An anonymous MP says: “I take ChatGPT and put in all the elements I want [...]. Then I send it back: ‘Now make it aggressive’”. Others request styles like Cayetana Álvarez de Toledo's. About ten MPs and advisors from various parties use it for drafts, research, and X posts, anonymously due to public backlash fears or fairness. Common tools: ChatGPT, Copilot, Gemini, Rationale, DebateAI, Orai. A deputy praises it for 700-page decrees: “How can you read and understand it properly?”. She notes PSOE bias but says not to demonize it. It is not evident in plenaries, ruled by party scripts, but in committees. Philosopher Daniel Innerarity says it depends on the user: it would improve Trump, but curb boldness like in Churchill. UNED's Julio Gonzalo warns of uniform social media posts, but sees value in anticipating counterarguments. ERC's Joan Capdevila used it openly on March 28, 2023, against a PP motion. Younger MPs adopt it more, though some handwrite short speeches. Advisors use it for press releases. On February 18, without Pedro Sánchez, a government control session debated a police case.
