President Donald Trump signed a memorandum of understanding with Iran on Wednesday to end the war and begin a 60-day period for a final agreement. Vice President JD Vance is set to lead follow-on negotiations after a planned trip to Switzerland was postponed. A Hezbollah strike in Lebanon on Friday killed four Israeli soldiers, prompting questions about compliance.
The short document lifts the U.S. naval blockade on Iran, promises to reopen the Strait of Hormuz, and calls for an end to military operations on all fronts including Lebanon. It also envisions a reconstruction fund of at least $300 billion and the lifting of sanctions.
Vance confirmed he will head the U.S. team. The White House said plans for talks are not yet finalized. Trump told reporters at the G7 summit that the memorandum is not binding and that the United States can resume strikes if Iran does not behave.
Israeli forces continued operations in southern Lebanon after the signing. Hezbollah fired on an Israeli tank near Tebnit, killing four soldiers. Israel responded with strikes on militant sites. Iranian Foreign Minister Abbas Araghchi said Israeli withdrawal from occupied Lebanese territory is required for the war to end.
Trump described Israeli Prime Minister Benjamin Netanyahu as a “warrior” who deserves credit. Netanyahu’s government has said it is not bound by the agreement.
