Defra opens call for input on UK-EU SPS agreement

The UK Department for Environment, Food & Rural Affairs (Defra) has launched a call for information on a potential new sanitary and phytosanitary (SPS) agreement with the EU, focusing on the movement of horses and related products. British Equestrian (BEF) is urging industry members to submit views by April 23 to push for pre-Brexit conditions. CEO Jim Eyre highlighted ongoing post-Brexit challenges like costs, delays and welfare issues.

Defra's initiative covers trade, production and movement of animals, plants and their products between the UK and EU. The call for information aims to inform negotiations, with submissions due by April 23. British Equestrian is encouraging widespread participation to represent the industry's economic and welfare concerns effectively. An online form is available, along with BEF guidance and suggested answers to assist respondents; help is offered via email at jan.rogers@bef.co.uk. CEO Jim Eyre stated, “Our ultimate hope is that conditions will return to what was in place pre-Brexit.” He described current arrangements as unsustainable, noting huge costs, time delays and barriers since Brexit, particularly for traveling horses to the Continent and importing germinal products like semen. Eyre added, “For those taking horses through border control posts, the negative impact on equine welfare is unacceptable.” He emphasized the opportunity: “This is our chance to make a difference... Two hours is a small price to pay if we can get to a revised SPS agreement with the EU which delivers pre-Brexit movements.” The BEF views participation as key to securing a stronger voice in talks.

Chancellor Friedrich Merz announced at the Deutsche Börse New Year's reception in Eschborn that the EU free trade agreement with Mercosur states will enter provisional force before the completion of an EuGH review. He views it as a path to greater European independence in an uncertain world order. The agreement was signed at the start of the year after more than 25 years of negotiations.

The National Equine Forum has secured support from 19 sponsors for its 2026 edition, set to convene in London on March 5. British MPs have discussed mandatory licensing for animal rescue centres, including those for horses, following a petition signed by nearly 110,000 people. The government plans a consultation later this year to address poor practices in some rescues. Equine welfare charities support the move if it is properly enforced.

The EU Parliament has narrowly voted to request a legal review of the Mercosur trade agreement by the European Court of Justice. Wednesday's vote delays ratification by months or even years. Supporters criticize the move as a mistake amid geopolitical tensions.

European Commission President Ursula von der Leyen announced on February 27 the provisional application of the EU-Mercosur trade agreement, without awaiting ratification by the European Parliament. This move, welcomed in Berlin, comes as Emmanuel Macron appears weakened on the European stage following the failed dissolution of the National Assembly in June 2024. It highlights Franco-German tensions amid the Paris Agricultural Show and ahead of municipal elections.

The 62nd edition of the International Agricultural Show opened on February 21, 2026, in Paris, without cattle due to nodular contagious dermatitis. Emmanuel Macron inaugurated the event under heightened police protection, amid tensions with some unions that boycotted his visit. The atmosphere was described as calm and aseptic, marked by the absence of the usual animal sounds and smells.
